Reframing the Problem of Climate Change

There’s no reason why facing up to the challenge of climate change should not result in wide benefits to human society, including economic benefits. That’s the argument of the multiple authors of Reframing the Problem of Climate Change: From Zero Sum Game to Win-Win Solutions. The book is based on papers presented at a 2010 international conference in Barcelona. They cover a wide range of topics and disciplines but centre around the proposition that it is a mistake to think of action on climate change as though gains can only be made at the expense of losses.

This zero sum mentality the editors see as an understandable consequence of the complexity of the challenge posed by climate change, a complexity not only of the climate system but also of its effects on society and the economy.  But it is a mentality which needs to be overcome. We need not be trapped in a tragedy of the commons.  Renewable energy is unlimited and the book argues that the transformation to such energy can not only solve the climate problem but also alleviate many other global problems. Stuck in the muddle with Obama

I look back with some embarrassment on my enthusiastic posts when Barack Obama was in the early days of his presidency.  I thought he was offering strong political leadership in addressing climate change.  His words seemed unequivocal. Here he is speaking at the UN in September 2009:

That so many of us are here today is a recognition that the threat from climate change is serious, it is urgent, and it is growing.  Our generation’s response to this challenge will be judged by history, for if we fail to meet it – boldly, swiftly, and together – we risk consigning future generations to an irreversible catastrophe.

And he was positive about facing that challenge:

As we meet here today, the good news is that after too many years of inaction and denial, there is finally widespread recognition of the urgency of the challenge before us.  We know what needs to be done.  We know that our planet’s future depends on a global commitment to permanently reduce greenhouse gas pollution.  We know that if we put the right rules and incentives in place, we will unleash the creative power of our best scientists, engineers, and entrepreneurs to build a better world. And so many nations have already taken the first steps on the journey towards that goal.

The rhetoric has changed substantially since then. In this week’s state of the union address there was certainly no clarion call to confront climate change. The term was used, and the science acknowledged, but  only in passing in the context of his promotion of clean energy:

What Will Work

Kristin Shrader-Frechette of the University of Notre Dame is rigorous in the presentation of her argument in What Will Work: Fighting Climate Change with Renewable Energy, Not Nuclear Power. In recent times a number of leading environmentalists have concluded nuclear power has to be employed to enable the transition away from fossil fuels. Shrader-Frechette disagrees. There is no “devil’s choice” between expanding nuclear fission and enduring climate change. Nuclear power is not needed, and it’s certainly not desirable.

Not that the author in any way downplays the need to give up the use of fossil fuels. She fully accepts the science of climate change and what is needed to avoid climate-related catastrophe. Objections to taking action are listed in detail and briskly dismissed. The people who deny climate change for profit are categorised and exposed for their role in misleading the public. Among them, sadly, are the American politicians who repay campaign fund donations from fossil-fuel companies by denying or delaying climate change issues.

But Shrader-Frechette rejects the argument that nuclear power is necessary in the energy mix if we are to address climate change quickly enough to be effective. A substantial part of the book is devoted to showing that nuclear energy is not only undesirable but also diverts much-needed investment and government subsidy from energy efficiency and renewable energy development. Far from being part of the solution it gets in the way of solution.

NZ wind: call for 20% by 2030

My attention was caught by a press release this week from the NZ Wind Energy Association (NZWEA) announcing the results of an Infometrics report they had commissioned on the likely economic effect for New Zealand of an increase in wind power by 2030 to the point that it supplied 20 per cent of the country’s electricity. The NZWEA considers this a realistic target. The report came up with some interesting figures.  Compared with the more modest expectations of the Ministry of Economic Development that wind might supply 8 per cent of the electricity in 2030 there was clear economic benefit for the country in the 20 per cent figure.

We have the technology, but…

One word sums up the attitude of engineers towards climate change: frustration.” That’s Colin Brown, director of engineering at the UK’s Institution of Mechanical Engineers, writing in the latest New Scientist. Political inertia combines with continuing noise from the vocal minority of sceptics to mean that we are doing woefully little to prevent the worsening of global warming.

It’s not as if we are lacking the technology:

Engineers know there is so much more that we could do. While the world’s politicians have been locked in predominantly fruitless talks, engineers have been developing the technologies we need to bring down emissions and help create a more stable future.

Wind, wave and solar power, zero-emissions transport, low-carbon buildings and energy-efficiency technologies have all been shown feasible. To be rolled out on a global scale, they are just waiting for the political will. Various models, such as the European Climate Foundation’s Roadmap 2050, show that implementing these existing technologies would bring about an 85 per cent drop in carbon emissions by 2050. The idea that we need silver-bullet technologies to be developed before the green technology revolution can happen is a myth. The revolution is waiting to begin.

The barriers to a low-carbon society are not technological but political and financial, he declares. That’s why at a London conference this month 11 national engineering institutions representing 1.2 million engineers from across the globe decided on a joint call for action to be presented at December’s COP17 climate change conference in Durban, South Africa.
