Do you remember the first time?

NZETS.jpgThere’s a first time for everything, and today it was making an oral submission to a parliamentary committee — the ETS Review committee. I made my written submission public a while ago, so I won’t repeat that here, but in my 15 minute slot (5 mins for initial presentation, 10 mins for questions), I chose to emphasise four key points:

  • That the effects of climate change are being observed now, ahead of expectations. I quoted from the recent Copenhagen conference closing statement in support: For many key parameters, the climate system is already moving beyond the patterns of natural variability within which our society and economy have developed and thrived. These parameters include global mean surface temperature, sea-level rise, ocean and ice sheet dynamics, ocean acidification, and extreme climatic events. There is a significant risk that many of the trends will accelerate, leading to an increasing risk of abrupt or irreversible climatic shifts.
  • That the emissions reductions New Zealand will have to make are likely to be much steeper than currently envisaged, because the science is beginning to suggest we need to move beyond stabilisation of GHG levels into active sequestration (I mentioned Hansen and 350 ppm), and because simple equity demands that the developed world adopts a “cap and converge” approach to emissions in order to engage China and India.
  • That the climate commitment — the fact that we have 20 to 30 years of warming in the pipeline whatever we do means that New Zealand has place considerable emphasis on adaptation. We need to build resilience to the direct impacts of climate change here (which with luck won’t be too bad), and to the actions that other countries take to address change (counter food miles arguments and so on).
  • Finally, that early action on reducing emissions would be significantly less costly than making drastic forced changes later.

I closed by reiterating my first recommendation: that the government should seek to build a consensus of business and consumer interests on both the need for action, and the direction to be followed.

The questions were interesting. Charles Chauvel, Labour’s climate spokesman, asked me to elaborate on the matter of targets. John Boscawen (ACT) commented that my evidence flatly contradicted the previous submitter, Dr Bruce McCabe (which appears to have been along the lines of “cooling since…”), and asked if I would examine that evidence and explain to him why it was wrong. Peter Dunne asked me to do that on behalf of the whole committee, and I happily agreed. Should be an interesting exercise… 😉 Jeanette Fitzsimons (Green) then asked me to explain the significance (if any) of 8 year trends in climate data — obviously making a point to Boscawen. Finally, Nicky Wagner (National) asked me to elaborate a little on why regulatory action was required to complement the emissions trading scheme: I mentioned efficiency measures.

Looking at the full list of submitters the committee is hearing (available at Carbon News), it’s clear that more than a few of the usual crank suspects have got through: Bryan Leyland’s there, as is Vincent Gray and the NZ CSC. Plenty of debunking to come, as their submissions are made public… 😉

Re-Make/Re-Model

dunne.jpgAccording to Carbon News (also at Scoop), the extension of the deadline for submissions to the ETS Review committee last week came at the request of major emitters who feared that committee chair Peter Dunne’s refusal to listen to arguments about climate science would mean their views would be ignored.

Sources say that the Greenhouse Policy Coalition – whose members include New Zealand Aluminium Smelters, New Zealand Steel, Fonterra, the Coal Association, Carter Holt Harvey, Norske Skog Tasman, Winstone Pulp, Pan Pacific Forest Products, SCA Hygiene, Business New Zealand, Solid Energy and Methanex – realised that it was in danger of not being heard because its submission failed to meet Dunne’s criteria.

The organisation asked for more time to come up with an acceptable submission, and it is understood that several members of the coalition then also asked for extensions. (Business New Zealand chief executive Phil O’Reilly has confirmed to Carbon News that his organisation asked for more time).

The clear inference is that the GPC and its members had prepared submissions that included attempts to call the basic science of global warming into doubt — or would at the very least fall foul of Dunne’s insistence that he would not hear arguments from “groups wanting to re-litigate the science of climate change”. Some of New Zealand’s largest corporates were prepared to stand up in front of the review committee and argue — what? That the world’s cooling? That the risks are overstated? That CO2 is not a greenhouse gas? The intellectual dishonesty of a group apparently prepared to line up with the cranks and argue black is white in order to defend its narrow economic interests beggars belief.

Meanwhile, lest the Greenhouse Policy Coalition forget the reason why emissions reductions are important and urgent, a prominent climate scientist not called Hansen has warned that climate change is proceeding faster than projected in the IPCC’s Fourth Report [BBC, Reuters]. Chris Field, a professor of biology and of earth system science at Stanford, and a senior fellow at Stanford’s Woods Institute for the Environment, told the American Association for the Advancement of Science conference last week that recent studies showed that:

…in a business-as-usual world, higher temperatures could ignite tropical forests and melt the Arctic tundra, releasing billions of tons of greenhouse gas that could raise global temperatures even more—a vicious cycle that could spiral out of control by the end of the century.

Field also considers that aggressive action to reduce emissions brings multiple benefits:

“What have we learned since the fourth assessment? We now know that, without effective action, climate change is going to be larger and more difficult to deal with than we thought. If you look at the set of things that we can do as a society, taking aggressive action on climate seems like one that has the best possibility of a win-win. It can stimulate the economy, allow us to address critical environmental problems, and insure that we leave a sustainable world for our children and grandchildren. Somehow we have to find a way to kick the process into high gear. We really have very little time.”

That should be required reading for the CEOs of the companies that fund the Greenhouse Policy Coalition. Unless, of course, they define their economic interests as more important than the survival of our civilisation.

Someone took the words away

NZETS.jpgDone and dusted. My submission to the Emissions Trading Scheme Review has been safely committed to the tender mercies of NZ Post. It’s a bit long to be posted in full — it’s over 3,500 words (there’s a PDF of the full document here), but I will run through the main recommendations I make. Because the terms of reference were very widely drawn they gave me scope for a submission that tries to put the ETS into a wider climate policy context, and so I’ve taken the opportunity to make some fairly wide ranging suggestions.

[Update: No Right Turn notes that the deadline for submissions has been extended to Feb 27th. Good. But I wish I’d known earlier…]

This better be good

Memo to self: finish polishing submission to the Emissions Trading Scheme Review committee, because it has to be delivered by Friday. It’s mostly done — I know what I’m saying — but it has to be put into proper form. I’ll have edited highlights up here on Thursday (with luck) after delivering the submission by email, but don’t let that stop you, dear reader, from making your own submission. The terms of reference are here, the guidelines on making submissions here, and a list of committee members here. I imagine the cranks will be out in force, and Rodney Hide angling to get them heard, so it makes sense to let the committee know that there’s a substantial body of opinion backing strong climate policy. Don’t delay, do it today!

Tell it like it is

NZETS.jpgThe select committee established to review the Emissions Trading Scheme (ETS) is now accepting submissions, and controversy over the precise interpretation of the terms of reference is already looming. As I noted last year, the terms were drafted by ACT and adopted wholesale by the government, with the exception of the removal of a review of the science of climate change. That was replaced by this clause:

• identify the central/benchmark projections which are being used as the motivation for international agreements to combat climate change; and consider the uncertainties and risks surrounding these projections

The Standard considers that this opens the door to Rodney Hide and his mates in the ranks of the cranks, while David Farrar at Kiwiblog leaps to its defence:

So when you hear people rail against the considering the uncertainties and risks of projections, they are actually railing against people understanding the science, and reading the IPCC reports.

No, David, they are railing against the use of that clause to introduce a review of the underlying science — which is what Hide is adamant he’s going to do, and committee chairman Peter Dunne is equally certain he’ll veto. However, the precise wording of that section is so vague that it is capable of multiple interpretations. Time to pull it to pieces…
