Waving, not drowning (yet)

I found myself hesitating over reporting a further attempt on the part of Oxfam to draw attention to the increasing plight of populations in poorer countries faced with the early effects of climate change. In this case it is Oxfam New Zealand’s Wave of Change campaign, highlighting climate impacts in the Pacific region.

Why was I hesitating?  Fear of overdoing a theme? Recognition that there is not absolute scientific certainty that a particular event can be attributed to climate change? Caution about compassion fatigue? Foreseeing reactions from some that this is just another begging strategy devised by the pesky poor? A general feeling of hopelessness about the likelihood of rich nations taking a sustained interest in the plight of others, even when their responsibility for that plight is established? Not wanting to be seen as a bleeding heart liberal?

 

All these elements, and others, were discernible when I interrogated myself. None of them justified ignoring the Oxfam news release sitting in my inbox.  All the more when I read George Monbiot’s latest Guardian article. His argument is more generally political than climate change related, and I don’t propose discussing it here in those wider terms. But his conclusion was entirely relevant to this post:

“People with strong intrinsic values must cease to be embarrassed by them. We should argue for the policies we want not on the grounds of expediency but on the grounds that they are empathetic and kind; and against others on the grounds that they are selfish and cruel. In asserting our values we become the change we want to see.”

So let me write briefly about the Wave of Change campaign. It’s timed as the Cancun conference comes into view.  There appears to be some slight hope that Cancun will see advance on the transfer of finance and technology from developed countries to help developing countries adapt to climate change. Oxfam intends that New Zealand politicians and negotiators are well aware of the seriousness of the need of our Pacific Island neighbours in this respect. The declaration opening the short video on their website:

“People of the Pacific are among those to be hit first and worst by climate change.”

This isn’t just about the future danger of islands disappearing as a result of sea level rise, as Oxfam’s Coordinator Anne-Marie Mujica pointed out when launching the campaign:

“Right now people are struggling with salt poisoning their staple food crops and polluting their drinking water.”

A Pacific Conference of Churches spokesperson underlines this when he  speaks on the video of the increase in the severity and frequency of extreme weather patterns.

“Salt water is now seeping into the food crops and the drinking water. Tropical storms are more fierce.”

One woman puts it simply:

“Seawater is coming. Every high tide I have water in my front yard.”

The campaign seeks a fair deal. Two Pacific Islanders on the video say it:

“Our Pacific urgently requires a fair deal on climate change.”

“We need to protect our Pacific regions. We need to speak out loud and clear for a fair and ambitious deal on climate change.”

Fair deal is the right note to strike since issues of justice are clearly involved when the effects of  emissions are felt by those least responsible for them.   One woman speaker says:

“Climate change is not just about science; climate change is about human rights.”

These are island voices. People alarmed by what they see happening where they live and asking for attention and fair treatment. Auckland is the most appropriate city in the developed world for their voice to be raised loud and clear.

One of the campaign activities suggested is writing to the NZ Prime Minister. He should be open to the plea. New Zealand has signed up to the Copenhagen Accord and consequently no doubt expects to make a proportionate contribution to the funding targets outlined in that Accord to assist developing countries adapt to and mitigate climate change.

Last word to Oxfam’s Mujica:

“New Zealand may be a small country, but we’re a big player in the international climate talks. Our negotiators lead, or are members of, important working groups. It’s time to show the government that its citizens want them to do more to protect our Pacific.”

Money (that’s what I want)

I participated a few days ago in a Friends of the Earth urgent email action concerning US stances on the proposed Global Climate Fund through which developed countries will give financial assistance to developing countries in tackling the impacts of climate change. Friends of the Earth were alarmed by the US push for the management of the Fund to be handled by the World Bank rather than come under the aegis of the Conference of Parties of the United Nations Framework Convention on Climate Change.

They noted dryly that the World Bank has more experience causing climate change than preventing and addressing it.

”Despite the climate crisis and its devastating impact on developing countries, the World Bank loaned more money for coal in 2010 than it ever has before, with a 40-fold increase over the last 5 years”.

They also consider that the World Bank falls short on the important issues of democratic governance, sustainability, poverty alleviation, human rights and environmental integrity.

The other US position which Friends of the Earth took exception to was the threat at the Tianjin talks to block the establishment of a Global Climate Fund this year if US demands for more actions from developing countries like China are not met. They pointed out that the threat is unfair given that the US is the country most responsible for causing the climate crisis and among the world’s least active in addressing it.

Oxfam was another NGO last week expressing concern about the management of the Global Climate Fund.  They issued a report Righting Two Wrongs:  Making a New Global Climate Fund Work for Poor People which called for a new Fund to be set up at the UN climate summit in Cancun in December. In the Copenhagen Accord last year developed countries committed to a goal of mobilising US$100 billion a year by 2020 to address the needs of developing countries. Oxfam’s concern is that as much of the money as possible should be channelled through a single fund and that the fund should be “fairly governed, accountable and accessible to the groups, including women, who are on the front lines of climate change.”

Oxfam wants us to learn from the experience of recent years which shows that poor people in developing countries are not receiving an appropriate share of the climate funds disbursed. They are already having to adapt to severe effects of climate change and are not being supported as they should be. Currently money is being applied much more to mitigation in developing countries than to adaptation.

The report is typically detailed in its suggestions as to how the Fund should be set up and managed, and while it wants the populations most affected by climate change impacts to be much more involved in the process it also recognises the interest of the donor countries in being assured that the money is used transparently and wisely.

“New and additional” are the words the Copenhagen accord used to describe the funding they committed to. Some will no doubt try to simply divert existing development aid to climate projects, but they will have no basis to defend such attempts The new money will add up to a similar amount to that already spent on development aid, and Oxfam considers that at least 50% of it should be allocated to adaptation in vulnerable developing countries.

A sense of the urgency Oxfam feels behind the measured statements of their report was well communicated by their senior climate change advisor Kelly Dent when announcing its release:

“For many people around the world, this has been a year from sheer hell. We’ve seen floods, droughts, fires, storms and other extreme weather events that will only get worse as climate change intensifies. Some of the poorest people in the world have seen their crops wiped out and livelihoods destroyed – but we still haven’t caught on to their needs. Will we sow the seeds of resilience now or pay the price of failure later?”

Tropical ice land: climate change hits Peruvians

It may not be strictly scientific, but anthropological observation like this is invaluable because in the end, people’s interpretation of the events they see around them count as much as or more than any peer-reviewed paper.” Guardian journalist John  Vidal has been with other writers on an Oxfam-guided tour of Peru and Ecuador  to see on the ground how changing weather is affecting human development in the Andes. He’s been blogging as he goes. No doubt there will be longer and more carefully constructed articles to follow, but these reminders that already people are suffering the effects of climate change, often severely, are worth immediate attention. I agree entirely with the quote from Vidal which opens this post, and last year welcomed a number of Oxfam reports which recounted many human stories from frontiers of climate change in Bolivia, Nepal, the Pacific Islands, and elsewhere.

 

Vidal reports meeting Julio Hanneco, “possibly the world’s greatest potato grower”. He grows 215 varieties of potatoes in the high Andean region of Peru.

“…folk like Julio and their extraordinary diversity of crops are critically endangered by the massive changes they observe taking place in the High Andes. When Julio was a boy, (he’s now in his 50s) a glacier was just two minutes walk from his door. Now it is a nine-hour hike away.”

In Julio’s own words:

“The seasons used to be very clear, we knew when to plant. Now we have less water. We used to get the water from the glacier. Now we have twice as many mosquitoes. We have no light from the glacier. I don’t understand what is going on. We feel very disoriented. I think that I will have no water and that will be the end of the world for us.”

Peru has more than 70% of the world’s tropical glaciers. Vidal reports most in rapid retreat, leaving behind devastated farmers and communities short of water.

In another blog post Vidal reports massive protest in the Espinar region. The Apurimac river “is about to be hijacked”. The Peruvian government has signed a memorandum of agreement with the neighbouring province of Arequipa, to build a giant reservoir from where the water would be used to provide hydroelectric power and irrigation. But it will not benefit the people of Espinar who stand to actually lose the little water they have. The benefit will be exported to rich farmers growing food for export on the Pacific coast.

Vidal’s group found a massive strike under way in the city of Yauri. They spoke with the leader who described it as a climate change strike.

“They are condemning us to a slow death. In the future we know we will have less water. We cannot trust the rainy season any more. Every year the water levels are diminishing. Climate change and global warming indicate in the next years we will have even less. You don’t need to be clever to see climate change is affecting everything here.”

Out in the villages in the hills, whose inhabitants expressed solidarity with the striking townsfolk, the story was the same.

“Here we had snow and ice on all the hills. We don’t any more. All these lands had water but no more. Our grandparents lived very differently to us. It used to rain from October to April, and May, June and July were frosty. We used to use the snow melt water. Now we have nothing. Before we could have 300 to 400 sheep and llamas; now we have 20 to 30 and no more.”

Oxfam and a local NGO partner are working to demonstrate adaptation measures to cope better with the semi-permanent drought which now afflicts the region. There are grounds for hope that these will be effective.  But civil unrest is rife, with numerous ongoing conflicts over water.

Conference in Bolivia: who pays the price of change?

“We are very worried because we have no water. Half the people of this community have already left. Those who remain are struggling with the lack of water.”

 

Those are the words of a villager in a small Bolivian village called Khapi which is suffering from the effects of retreating glaciers in the Andes.  A BBC news report explains how it is for the villagers. Over the past 10 or 15 years, changing weather patterns have led to irregular water flows – the streams become torrents or dwindle to just trickles. “Our crops are dry now, our animals are dying; we want to cry.”

There are only 40 families in the village, but they’re ready to take their case to international forums. One of their leaders is Alivio Aruquipa (pictured):

“For the past two decades, we, the people from the Andean regions have been suffering because of the greenhouse emissions from the developed countries. If they don’t stop our glaciers will disappear soon. We want those countries to compensate us for all the damage they have done to nature…

“We don’t know how to calculate the compensation because we are not professionals, we are simply farmers. But we would like assistance, and then to receive some money and, with that money, to build dykes to store the water, improve the water canals.”

Hot Topic carried a post last November on the necessity of adaptation in Bolivia, following an Oxfam report.  The BBC news item is another example of the increasing body of evidence which bears out predictions of likely impacts of climate change. It will be discounted by some as anecdotal but there comes a point where the sheer volume of converging stories means they deserve credence.

The call for compensation is a just one, and rightly part of the price we should pay to assist poorer people already suffering the effects of human-caused climate change. In some respects it is in lieu of the price we ought to have put on carbon some years back. It’s a call which the Bolivian government is pushing. They would like to see an international environmental court where compensation claims can be made.

Bolivia is right now hosting its own international conference on climate change, the World People’s Conference on Climate Change and the Rights of Mother Earth. It’s attended by a mixture of NGOs and government representatives, and in some respects it’s an attempt to recover the ground Bolivia considered was lost at Copenhagen when the Accord was put together by a small group of larger countries. Pablo Solon, Bolivia’s UN ambassador, who has been prominent in the organising of the conference says:

“The only way to get climate negotiations back on track, not just for Bolivia or other countries, but for all of life, biodiversity, our Mother Earth, is to put civil society back into the process. The only thing that can save mankind from a [climate] tragedy is the exercise of global democracy.”

Robert Eshelman describes the conference in the Huffington Post:

“…participants [include] Bill McKibben, NASA scientist Jim Hansen, Martin Khor, G77 + China negotiator Lumumba Di Aping, and Vandana Shiva. Throughout the conference, seventeen working groups will convene to discuss issues ranging from deforestation and climate migrants to the rights of indigenous peoples and developing technologies for poor and low-lying nations to adapt to the impacts of climate change.”

He sees divergence from the kind of path the US is wanting to follow:

“While the U.S. will use the Major Economies Forum and the Energy and Climate Partnership of the Americas to spotlight how small group and bilateral discussions among leading economies, rather than the 192-nation U.N. process, is the best way forward on climate negotiations, participants at the Bolivian conference argue that the conversation about, and the process for, developing strategies to address climate change needs to be expanded, not narrowed, bringing more voices into the debate around climate change.”

Hopefully this needn’t indicate stalemate, but both paths can be pursued. If they’re not there is real danger of the poorest nations suffering the injustice of neglect.

Looking back, looking forward

This is the way the summit ends. Not with a bang, but with a whimper. 119 world leaders came, they saw and they certainly didn’t conquer. They were captured by their limited vision, their vested interests and the lack of trust between them that has it roots in long standing divisions, including a denial of historical responsibility on the part of the major developed countries.

There was some serious damage done to reputations. The United Nations processes were deeply flawed, countries like New Zealand have been exposed as self-interested blockers and President Obama doesn’t walk on water. Some leaders came out with credit. The vulnerable countries, particularly the Pacific, negotiated hard and fought for 1.5°C to be included in the Copenhagen Accord – they succeeded but their efforts to have a clear aim for a legally binding treaty through this process was stripped out late last night. President Lula from Brazil assumed the mantle of world statesman with a powerful speech and an offer to help other developing countries. Thousands of civil society activists were able to build public support and attention across the world.

But to little avail. The final agreement was empty of content and extremely weak on the level of ambition. We came into the Summit calling for a Fair, Ambitious and Binding deal. We lost the Fair early on when Annex 1 countries could not agree to a financing package beyond the next three years. It was closely followed by the Ambition – leaders could not even commit to a global goal of keeping global temperature rise below 2°C. Then in the wee hours of this morning, the Binding was stripped out in a very untransparent way.

Next steps are for emissions reduction offers to be tabled by 31st January 2010. As explained below, that is a dangerous development, given the lack of political will to decent offers from Annex 1 countries. Then there will be a two week negotiating session in Bonn Germany from 31 May to 11 June 2010, followed by the next annual UN Climate Change Conference (CoP 16) towards the end of 2010 in Mexico City. None of that gives us much confidence that they will be able to muster the political will or bridge the political divides that are needed to provide the political mandates that are essential for a FAB deal.

Because their job is not done, nor is ours. We need to build a far more powerful campaign for the future. We must ensure that the politicians who caused this problem are held to account for this missed opportunity.

I am in a hotel with Oxfam colleagues from around the world, all having worked so hard but feeling pretty empty after this empty outcome. We are off to a bar to cheer ourselves up and to ask some of the tough questions about where to from here. And I will do so with partners in the Global Campaign for Climate Action (the TckTckTck campaign). Anything is on the table for re-thinking. Except wavering in our determination to secure this FAB deal. Anything else is unthinkable to ourselves, our kids, our planet and for billions of vulnerable people.

What the Copenhagen Decisions mean

December 19, 2009: There is extreme urgency. The scale of the crisis means that emissions need to peak within five years. People are already suffering unnecessarily from a lack of protection and support. We have just lost a year. The hope of millions of people has been frustrated and potentially a base of political support has been lost.

Status of Decisions:

AWG-LCA: Document UNFCCC/CP/2009/L6

The document setting out the conclusions of the work of the AWG-LCA was agreed. Tuvalu and Barbados sought to ensure the process would lead to a binding protocol.

CoP Decision:

“CoP takes note of the Copenhagen Accord 18 Dec 2009.” It is not agreed, only noted. Because there was not consensus on the Accord, it was agreed the Parties supporting it would be listed.

The Reasons for the Impasse

There were two interrelated issues that were to blame for the turmoil during the summit, although it should be recognised that the roots of this failure extend back at least to the initiation of the Bali Action Plan.

1. The Process

There were a small number of countries that came to this Summit without the intention of negotiating in good faith. They were generally countries that have massive vested interests in fossil fuels, or that exclusively focus on their short-term competitiveness. These countries often undermined the negotiations dynamic.

Many countries were left out of the ‘friends of the Chair” process and withheld their agreement. While there was an attempt to include negotiating groups, the selection of participants was not open and transparent. The problem was also that the Danish Presidency grossly mismanaged the process. It was most unfortunate that Heads of State found themselves effectively negotiating from the podium, rehearsing their national positions rather than proposing breakthroughs which had not been achieved in the preparatory meetings.

The usual brinkmanship was relied on to deliver an agreement after hours of late night working. This forced an agreement under conditions of tiredness, stress and bilateral influence (which opens up the potential for bullying and favours, reinforcing the positions of the larger and more powerful countries).

The breakdown of this process may signal that the days of stitching up deals in small selective groups and then expecting all countries to sign up are over. There must be questions over the style used for consensus building and decision making.

Climate change negotiations are starting to look eerily like trade negotiations, including the dominance of commercial self-interest in the position. We need processes which move us away from competitive negotiations, where countries try to minimise their concessions, to collaborative actions informed by the science, for example, conducting problem-solving sessions in mixed groups rather than blocks. It is clear that the UNFCCC negotiating process would need substantial reform to handle the complexity of this issue.

While the security challenges of such a meeting are huge, it is inexcusable that the forward planning did not take account of needing civil society and other observers to be present for transparency and legitimacy.

2. The Substance

The Annex 1 countries didn’t come to Copenhagen with sufficient offers and then didn’t improve them. Even the offer on long term finance was full of caveats and loopholes. The rich countries did not make offers that were based, even loosely, on sound science. We were told there would be final offers made during the last hours. These were never tabled.

Some developing countries came with proposals and concessions (eg. China on MRV, Brazil on financial contribution for developing countries and MRV, South Africa offer on emissions reductions). An analysis of Annex 1 offers compared to major developing countries offers on a consistent basis of below BAU (Business as Usual) is likely to show that at least some major developing countries are more ambitious than average Annex 1 levels (particularly when omissions and loopholes offered to Annex 1 countries such as on surplus AAUs, LULUCF accounting rules and bunker fuels are taken into account).

The loss of full agreement, that would have included international MRV for China, means that we potentially lose an important step that could help unlock the negotiations. Also at risk from the lack of full agreement is the agreement to the starter funding for adaptation and the goal on long term finance (even if not a commitment).

On the other side, the lack of full agreement means some of the unhelpful parts of the Accord are not locked in, such as a systematic lowering of ambition and a lack of clear commitment even to 2°C. The process for agreeing mid-term targets, without a criteria for burden sharing and a top down process to test the adequacy of targets, is of serious concern. Continuing the current pledge and review approach undermines equitable burden sharing and a level of ambition based on science. Current emissions reductions pledges by Annex 1 countries are outweighed by the loopholes. On current pledges, we are headed for a 3.9°C temperature rise.

On the positive side, there is at least a consolidation into a Chair’s text for AWG-KP and AWG-LCA which has helped unblock the large accumulation of previous texts that Parties refused to take off the table.

The Politics:

The agreement with China is a step forward in terms of gaining political capital for the Obama Administration’s position in the US; however, a full agreement to the Copenhagen Accord would have been more helpful. Unfortunately, the adversarial atmosphere in Copenhagen might be used to provide opponents of climate change and multilateralism with ammunition. More broadly, the lack of clear success might mean that some Heads of State would be wary of coming to the next Summit on climate change.

We face major challenges in calling for Parties to get back to negotiations given the likelihood that there will be a widespread perception that this would fail again. The lack of trust is even deeper than it was before Copenhagen (it should be observed this is not unique to the UNFCCC process – the Doha trade negotiations process isn’t much better). Moving forward, we will be challenged to say what has changed in the underlying political conditions where 116 Heads of State have failed.
