Licking lignite

Jeanette Fitzsimons raised the alarm in a recent Herald op-ed over Solid Energy’s plans for Southland lignite. A very justified alarm. She wrote of well-advanced plans to use more than 3 billion tonnes of economically recoverable lignite from three fields in Southland. Big plans, of which New Zealanders are hardly aware. First off is the transformation of lignite, by drying it, into briquettes for Fonterra’s milk-processing plants and for export. Only 100,000 tonnes a year in the pilot plant to be built next year, followed by a full-scale plant many times larger. Next are plans to convert lignite to diesel, with the claim that all New Zealand’s diesel could be produced this way. The third big plan is the conversion of lignite to urea.

 

It’s the increase in greenhouse gas emissions associated with this vast development that concerns Fitzsimons. Her article rests on the arguments of James Hansen that the use of coal must be phased out over the next couple of decades. And she’s not buying the claim of carbon compliance:

“Solid Energy says all the emissions will be ‘offset’. But increasing the amount of biological carbon that cycles between atmosphere and plants can’t compensate for putting more fossil carbon into the system, even if our ETS scheme pretends it can.

“Paying money is, in the end, not a get-out-of-jail-free card for increasing pollution.

“These huge lignite developments are close – Solid Energy intends to start building next year. Any hope we had of reducing our greenhouse emissions would be lost.”

Her conclusion is robust:

“As citizens, we need to refocus our domestic action to tell Solid Energy and the Government by every means available to us to keep the coal in the hole. Every tonne of lignite New Zealand keeps in the ground is 1.5 tonnes of carbon dioxide that doesn’t get into the atmosphere.”

I agree entirely, and wonder what is going on in the mind of the Minister of Energy and others in government as they contemplate the proposed activity of the government-owned company. It’s not as if there is any requirement for lignite in something essential like our electricity generation, no lingering imperative that we carry on using it until we can replace it with renewables. The only imperative in the proposed lignite exploitation is that we not leave any resource stone unturned in the drive to greater economic wealth.

I don’t know how much thought the Minister gives to the counter imperative that we take every step open to us to prevent the continuing build-up of greenhouse gas emissions in the atmosphere. There is perhaps a cautionary note in the reference to coal in the Draft Energy Strategy, but it’s far from specific:

“New Zealand’s extensive coal resources currently contribute to electricity supply security. Coal is also utilised by industry and is exported. Coal could potentially contribute to the economy in other ways, such as through the production of liquid fossil fuels, methanol or fertiliser such as urea.

“This potential is more likely to be fully realised if an economic way to reduce high levels of greenhouse gas emissions is found. Carbon capture and storage technology (CCS) will potentially be an effective way of utilising resources while reducing CO2 emissions.”

Moreover there’s nothing in Solid Energy’s plans which suggests that the lignite development is going to wait on CCS (if the technology is ever developed successfully). Meeting the slack requirements of the ETS is all they appear to have in mind, and that’s clearly no impediment to proceeding.

The Minister has a wide embrace. He welcomes every renewable energy development that comes along. In the same breath he waxes enthusiastic at the prospect of the discovery and urgent development of fossil fuel resources. If the Draft Energy Strategy is as close to his and the government’s philosophy as we’re going to get it appears the thinking is that we can fully exploit the fossil fuel resources while alternatives are being developed. And we should be getting on with it smartly while it’s profitable. It’s an opportunity which we would be foolish to miss. Indeed according to Chris Baker, CEO of the mining and exploration lobby Straterra, who followed up Jeanette Fitzsimons’ article the very next day, the lignite resource could be worth $3 trillion. He didn’t say to whom, but no doubt there would be trickle down.

How does this wealth stack up against the release of more atmospheric carbon as a result of exploiting the lignite? That’s a rhetorical question. It doesn’t matter how many trillions of dollars we gain if we lose a habitable world for our descendants in doing so.

If the government is serious about tackling climate change it should instruct Solid Energy not to pursue the lignite plans and relieve them of whatever dividend expectations that makes them unable to fulfil. If regulation is necessary it should legislate for it. It should tell the public that unless full carbon capture and storage technology is possible there can be no exploitation of the lignite fields because of the seriousness of the threat of increased greenhouse gases. That threat, it should explain, far outweighs the transient economic gain of fossil fuel development.

We can’t have it both ways. We can’t reduce emissions by increasing them. We can’t say we recognise the threat of global warming and at the same time expect to carry on with all activities which give rise to it. If Gerry Brownlee and the government think we can, they are deceiving themselves and us. Jeanette Fitzsimons is absolutely right. Keep the coal in the hole.

Some cuts are bigger than others

targetNick Smith and the government’s insistence that a sensible emissions target for 2020 is too expensive to even contemplate is coming under more pressure with the release today of a report [PDF] prepared by the Green Party, which they claim shows that big cuts are affordable. Announcing the release of the report, Greens climate spokesperson Jeanette Fitzsimons said [Scoop]:

“The Government says it can’t be done, but careful research shows it can be done. Environment Minister Nick Smith says it’s too hard and too expensive to set a responsible target, but the facts and the science say something different,” Ms Fitzsimons stated. “In the absence of leadership from the Government on this issue, weâ’e done the work. There’s a way to be optimistic and constructive in the face of a major international challenge but it seems the Government is taking a different path.”

A key part of the Green strategy involves a major commitment to tree planting and pest control in native forests, both of which Smith seems keen to ignore or misrepresent — as his response, headlined Bold 2020 target comes with high price demonstrates. Smith is content to trot out his current mantra, “We need an ambitious but achievable goal for 2020 that balances the environmental risks of climate change with the economic impacts on New Zealand of reducing emissions”. The minister is of course completely correct, but since he lacks ambition, gets the “environmental risks” completely wrong and continually overstates the cost of action, I expect the government’s goal to be too soft — and therefore immensely damaging to New Zealand’s long term interests.

Science rallies round Salinger

jim_salinger.jpg The scientific community in New Zealand and around the world has been buzzing with the news of Jim Salinger’s dismissal by NIWA, and messages of support have been flooding in. This morning’s NZ Herald quotes former colleagues bemused by NIWA’s action:

Former Niwa scientist Andy Reisinger, who now works at Victoria University, said the decision to sack someone of Dr Salinger’s standing for breaking media protocol was “incomprehensible”. “I’m not sure how that can be justified.”

Others are concerned at the increasing bureaucratisation of the research institutes:

Dr Dave Lowe, who left his job as a principal atmospheric scientist at Niwa about 18 months ago, said one reason for his departure was a lack of freedom “to get on with the job”.

“These big Crown research institutions have become dominated by managers. They tend to forget that the bread and butter for the company … comes from its top scientists and they include people like Jim Salinger.”

In this week’s NBR, Tom Frewen’s Media Watch column provides some interesting background on the revamping of NIWA (not available online):

…the board and chief executive then [2007] embarked on a programme of corporatisation, ratcheting up directors’ allowances and executive salaries to attract top talent. NIWA’s 2007-8 annual report reveals that the number of employees on $100,000 – $110,000 doubled from 24 to 51, while those on $110,000 – $120,000 tripled from ten to 30.

Frewen also quotes the new NIWA chief executive , John Morgan, from that same report:

Something we recognise is that the science sector is not too good at promoting itself. We need to better communicate our science. NIWA’s duty is to be experts and confidently present facts. This can be a challenge” Mr Morgan added ominously, “in a media environment where personal opinions and controversy often gain profile.”

Ominous words for Jim, Frewen concludes.

Meanwhile The Press this morning prints a letter of support for Salinger from expat New Zealand scientist professor Peter Lamb of the University of Ohio:

Dr Salinger has demonstrated a remarkable ability to communicate complex scientific information to the public. Few scientists are able to perform this role as well as he does.

Salinger’s also been getting support in Parliament, with Greens co-leader Jeanette Fitzsimons asking the hard questions:

John Key said in a speech in 2005 that he didn’t want NZ to keep exporting scientists and importing taxi drivers. This case won’t help him realise his dream.

Do you remember the first time?

NZETS.jpgThere’s a first time for everything, and today it was making an oral submission to a parliamentary committee — the ETS Review committee. I made my written submission public a while ago, so I won’t repeat that here, but in my 15 minute slot (5 mins for initial presentation, 10 mins for questions), I chose to emphasise four key points:

  • That the effects of climate change are being observed now, ahead of expectations. I quoted from the recent Copenhagen conference closing statement in support: For many key parameters, the climate system is already moving beyond the patterns of natural variability within which our society and economy have developed and thrived. These parameters include global mean surface temperature, sea-level rise, ocean and ice sheet dynamics, ocean acidification, and extreme climatic events. There is a significant risk that many of the trends will accelerate, leading to an increasing risk of abrupt or irreversible climatic shifts.
  • That the emissions reductions New Zealand will have to make are likely to be much steeper than currently envisaged, because the science is beginning to suggest we need to move beyond stabilisation of GHG levels into active sequestration (I mentioned Hansen and 350 ppm), and because simple equity demands that the developed world adopts a “cap and converge” approach to emissions in order to engage China and India.
  • That the climate commitment — the fact that we have 20 to 30 years of warming in the pipeline whatever we do means that New Zealand has place considerable emphasis on adaptation. We need to build resilience to the direct impacts of climate change here (which with luck won’t be too bad), and to the actions that other countries take to address change (counter food miles arguments and so on).
  • Finally, that early action on reducing emissions would be significantly less costly than making drastic forced changes later.

I closed by reiterating my first recommendation: that the government should seek to build a consensus of business and consumer interests on both the need for action, and the direction to be followed.

The questions were interesting. Charles Chauvel, Labour’s climate spokesman, asked me to elaborate on the matter of targets. John Boscawen (ACT) commented that my evidence flatly contradicted the previous submitter, Dr Bruce McCabe (which appears to have been along the lines of “cooling since…”), and asked if I would examine that evidence and explain to him why it was wrong. Peter Dunne asked me to do that on behalf of the whole committee, and I happily agreed. Should be an interesting exercise… 😉 Jeanette Fitzsimons (Green) then asked me to explain the significance (if any) of 8 year trends in climate data — obviously making a point to Boscawen. Finally, Nicky Wagner (National) asked me to elaborate a little on why regulatory action was required to complement the emissions trading scheme: I mentioned efficiency measures.

Looking at the full list of submitters the committee is hearing (available at Carbon News), it’s clear that more than a few of the usual crank suspects have got through: Bryan Leyland’s there, as is Vincent Gray and the NZ CSC. Plenty of debunking to come, as their submissions are made public… 😉

A good thing

NZETS.jpgThere are signs that sanity might be emerging from the nitty gritty of the ETS review. On Friday Carbon News reported that Labour and the Greens had approached National to offer their support for an amended ETS, undercutting any influence ACT may have sought. Charles Chauvel, Labour’s climate spokesman, told Carbon News that it was a serious offer:

“It’s serious and thought-through,” he said. “We had a talk in our caucus and think it’s got to the point were they (the Government) have got themselves so tied up and captive to one side that if we don’t offer to be the circuit-breaker we won’t have an ETS.”

According to CN, climate minister Nick Smith had responded positively. That’s excellent news, because as I said in my submission to the ETS Review, the country really needs to build a long-term cross-party consensus on climate policy.

Also on Friday, in a press release about NZ’s stance in the next phase of K2 negotiations at Bonn, Smith took the opportunity to confirm that the government was still committed to “50 by 50”, and a global target for greenhouse gases:

“New Zealand supports a global goal of long-term stabilisation of all greenhouse gases in the atmosphere at a concentration of no higher than 450 parts per million of carbon dioxide equivalents. This goal will be kept under review based on latest available intergovernmental assessments of science,” says Dr Smith.

Good. That’s the first time I’ve seen Smith commit to a global target, but I’m not sure he realises what 450 ppm CO2e really means. Consider the more than slightly inconvenient fact that we’re already at 450 ppm CO2e, but much of that is being masked by aerosols (aerosols bring the warming effect back to about the same level as current CO2 levels — 387 ppm). He might have meant 450 ppm CO2, or perhaps be factoring in a substantial overshoot before achieving stabilisation. In any event, if New Zealand is going to accept emissions targets similar to other developed countries, we’ll have to do better than 50 by 50, or risk being seen as free-riders.
Finally: two good articles on what ETS “harmonisation” with Australia might mean. There’s a thorough analysis by top law firm Chapman Tripp here, and an interesting piece by Brian Fallow in the Herald here. Bottom line? Linking the schemes is possible, but given Australia’s very different emissions profile and scheme design, could mean watering the NZ ETS down significantly. It would also mean much more support for “trade exposed” businesses — so expect the usual suspects to rush to support linking the schemes.
