What the coalition deal said was: <em>National agrees to a review by a special select committee of Parliament of the current Emissions Trading Scheme legislation and any amendments or alternatives to it, including carbon taxes, in the light of current economic circumstances and steps now being undertaken by similar nations. National could have amended the ETS without such delay, by looking at the areas it signalled interest in discussing during the run up to the election. Key said they would "amend" the ETS, not commit to a root and branch review, which is what they agreed to in their deal with ACT.
